The Financial Times reports that any online gambling company based outside Europe and Gibraltar will have to apply to the UK government if they wish to advertise their products in the UK when online gambling becomes legal on September 1, this year.
The newspaper was quoting Tessa Jowell, culture secretary in the British Cabinet, who said in a statement that a ban on poorly regulated websites would protect online gamblers from crime and exploitation.
Ms. Jowell will set out the timetable and procedure for the government to respond to the recommendation. This will be followed by a vote of MPs. The announcement was made as the government-appointed Casino Advisory Panel was preparing to announce its recommendation for the siting of the UK's first super-casino.
Ms. Jowell stressed the importance of ensuring that deregulation is accompanied by help for protection of minors and problem gamblers. She is continually pressing online gambling companies to help fund counseling for addicts.
The legalization of online gambling and deregulation of casinos are part of a series of measures voted through under the 2005 Gambling Act that updates gambling laws. The ‘Responsibility in Gambling Trust’ has admitted that contributions from the industry are short of the £3 million a year agreed with ministers as necessary to support problem gamblers.
"The main problem,” said John Greenway, Conservative MP and chairman of the Trust, “is that we are dependent on people making voluntary contributions. There is concern from online gambling companies about the costs of implementing the Gambling Act."
Ms. Jowell has instructed officials to set in motion procedures that would force companies to contribute a levy to the trust.
